About International Climate Finance Cell (ICFC)

The Economic Relations Division (ERD) under the Ministry of Finance (MoF) of the Government of the People's Republic of Bangladesh is responsible for the external resource mobilization for the country's socio-economic development. It leads as the focal point of the Government of Bangladesh for interfacing with the development partners and for coordinating all external assistance inflows into the country. ERD proactively seeks to tap new sources of finance and recognizes its role in exploring additional sources of external resource mobilization for climate change. Therefore, ERD has set up the International Climate Finance Cell (ICFC) to ensure strategic mobilization and effective coordination of international climate finance across the government.

The vision of the ICFC is: 
"Sustainable, low carbon and climate resilient socio-economic development."

The mission of the ICFC is:
"Access, utilize and manage bilateral, regional and multilateral climate finance to transform national, sectoral and local development and climate challenges into tangible climate adaptation and mitigation investments for achieving national development and climate goals."

The objectives of the ICFC are:
  1. Source promising climate change project ideas from the public and private sectors to be included in a project pipeline. Projects in the pipeline will align with national strategies and plans on climate change and development.
  2. Assess incoming climate change project proposals to ensure quality assurance and compliance with the requirements of international climate funds. Assessed projects will be prioritized against a standard criterion and checklist and subsequently included in a priority list. 
  3. Match priority project ideas to potential international climate finance opportunities. To facilitate the process, the cell will have access to a comprehensive database on climate finance and an interactive web portal for seeking appropriate climate funds. 
  4. Pitch selected projects to respective funders through matchmaking events and other platforms
  5. Communicate with key stakeholders across government, development partners, the private sector and civil society to facilitate a coordinated approach for mobilizing climate finance. 
  6. Disseminate climate finance-related information, such as procedures and requirements of international climate funds, to relevant stakeholders.
  7. Represent ERD at national and international conferences, seminars, workshops, training etc., on climate finance.
  8. Arrange Trainings, workshops, and conferences on International Climate Finance for Government and development partners.
Structure and Location
The International Climate Finance Cell is placed under the UN Wing of ERD. It is led by the UN Wing Chief, 2 Officers and 10 Climate finance focal points from each ERD Wing.
